Hayton and Mealo Parish Council

A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 11th January 2017 at 7.30pm.


PRESENT: Messrs. D. Hilary, S.G. Hitchen, M. Dowling, R. Murray and Y. Lockwood

Also Present: T. Gear (Clerk)

1/2017 DECLARATIONS OF INTERESTS

None


2/2017 MINUTES

On the proposal of R. Murray and seconded by S.G. Hitchen it was RESOLVED that the minutes of the meeting held on 16th November 2016 be approved and signed as a correct record.


3/2017 POLICE MATTERS

PCSO Crome had given his apologies but provided a report on how to obtain crime figures for the parish. Information had also been supplied that Inspector Smillie was raising the councils (and many other council’s) concerns regarding the new reporting process and will advise of the outcome in due course.


4/2017 PUBLIC PARTICIPATION

No members of the public were present and there were no matters raised on their behalf.


5/2017 CORRESPONDENCE

The December & January CALC Circular had been forwarded to councillors and there were no maters arising.

An e-mail had been received giving information on the Department for Business, Energy and Industrial Strategy consultation on the policy relating to decommissioning and clean-up of nuclear sites which had ended on 29th December 2016.

An e-mail had been received regarding the Buckingham Palace Garden Party on 23rd May 2017.

An e-mail had been received regarding Speed Indication Devices but there are none held by the parish.

E-mails had been received regarding the ongoing Success Regime and future healthcare in West Cumberland.

E-mails and a letter of acknowledgement of consultation feedback had been received from the National Grid.

An e-mail had been received regarding a forthcoming Cumbria CVS Event on Emergency planning and resilience to be held Tuesday 31st January 2017 at the Christchurch Centre, Cockermouth between 10am – 12.30pm.

A letter had been received from Electricity North West seeking permission to bury

electricity cables from pole 102615 to various properties adjacent to the Green, Hayton. The council had no objection in principle but sought reassurances about the re-instatement works, compensation and whether a land agent should be employed to protect the council’s interests.  


6/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting. He advised that the website was now up and running www.haytonandmealopc.co.uk. A grant of £445 had been received from NALC and an invoice for £120.00 had been received for payment. Further training for the clerk is planned and will use up the rest of the grant.

11/2017 TRANSPARENCY REQUIREMENTS -WEBSITE

The clerk advised the meeting that with the setting up and operation of the website the council was now fully compliant with the transparency requirements.


12/2017 BOUNDARY COMMISSION - ALLERDALE BOROUGH COUNCIL

Information had been received on an officer’s view of the future warding arrangements for Allerdale Borough Council which put the Council in a ward with Silloth and other coastal parishes. The advice received by the clerk is that this is only one option being considered and the council should wait and respond to the official proposals when known.


13/2017 ALLERDALE BOROUGH COUNCIL – BUDGET CONSULTATION

The clerk summarized the main proposal’s and the council responded to the consultation


14/2017 MEETING DATES

The clerk had circulated some proposed meeting dates for 2017/18 which were approved.
