Hayton and Mealo Parish Council
A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 15th March 2017 at 7.30pm.
PRESENT: Messrs. D. Hilary, S.G. Hitchen, M. Dowling, R. Murray, E. Murdock, F. Buchanan and Y. Lockwood

16/2017 DECLARATIONS OF INTERESTS
On the proposal of R. Murray and seconded by S.G. Hitchen it was RESOLVED that the minutes of the meeting held on 11th January 2017 be approved and signed as a correct record.
18/2017 POLICE MATTERS
PCSO Crome was in attendance and provided a report on how to obtain crime figures for the parish. PCSO Crome also mentioned that there had been complaints of parking on the pavement on the A596 and at Meadow Bank which is receiving attention. He was thanked for his attendance and left the meeting.
19/2017 PUBLIC PARTICIPATION
There was one members of the public present who raised the issue of blocked drains in Hayton and on the Moor. This will receive attention.
It was raised that there had been some digging outside of No 1 High Green, Hayton which was on the Village Green and had been graveled to provide an extra parking space. The clerk to investigate.
Concerns were also raised regarding the condition of the footway at Castle Gill, East End where the tarmac was breaking up.
The March CALC Circular had been forwarded to councillors and there were no maters arising.
The clerk advised that the council that he had completed the Certificate of Compliance for the Pensions Regulator and had received an acknowledgement.
21/2017 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting. He advised that the renewal of the Electricity Supply to some properties was now in the hands of Ian Ritchie, Land Agent at Hopes Land Agency, Wigton the cost of which will be met by Electricity North West.
He also advised that T. Short had not attended council meetings for a period of 6 months and was now disqualified. The clerk to advertise the vacancy.
The clerk advised that he had received a quote for grass cutting the village green which was the same as last year which was accepted.
22/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
J. Lister (Borough and County Councillor) was not present and there was no report.

26/2017 TRANSPARENCY REQUIREMENTS -
The clerk advised the meeting that the website whilst being basic was fully operational and compliant and that he had received some training on how to add items.
27/2017 ELECTORAL REVIEW OF ALLERDALE BOROUGH COUNCIL-
The clerk appraised the meeting of the draft proposals as the affect the parish and that it was proposed that the parish would be part of a three-
28/2017 INTERNAL AUDIT
The clerk advised that last year’s accounts were audited by Alison Dodd who is an experienced Town Clerk. Members considered the effectiveness of that audit and it was agreed to appoint her as Internal Auditor for the 2016/17 Accounts.
29/2017 RISK ASSESSMENT 2017
The clerk had circulated a draft Risk Assessment of the risks facing the council in the forthcoming year which was discussed and adopted.
30/2017 SITE ALLOCATIONS
The clerk had circulated the proposals and it was agreed they did not affect the parish.
31/2017 GRANT TO ST JAMES CHURCH -
A grant towards the cost of grass cutting which costs £1400.00 per year was considered and on the proposal of R Murray and seconded by E Murdock it was RESOLVED to donate £400.00
