Hayton and Mealo Parish Council

The Annual Parish Council meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 10th May 2017 at 7.30pm.

PRESENT: Messrs. D. Hilary, S.G. Hitchen, F. Buchanan and Y. Lockwood

33/2017 ELECTION OF CHAIR AND VICE CHAIR 2017/18

On the proposal of F. Buchanan and seconded by Y Lockwood it was RESOLVED that D. Hilary be Chair for 2017/18 and on the proposal of D Hilary and seconded by S.G. Hitchen it was RESOLVED that F Buchanan by Vice Chair for the ensuing year.


34/2017 DECLARATIONS OF INTERESTS

None


35/2017 MINUTES

On the proposal of Y. Lockwood and seconded by S.G. Hitchen it was RESOLVED that the minutes of the meeting held on 15th March 2017 be approved and signed as a correct record.


36/2017 POLICE MATTERS

PCSO Crome had tendered his apologies as he was not on duty but had provided a report on how to obtain crime figures for the parish. Unfortunately, the website is out of date and contains vague information. Information was also shared about the Police and Crime Commissioners proposal to recognize the outstanding work carried out bey the people of Cumbria who help to keep their communities safe in either a voluntary or professional capacity


37/2017 PUBLIC PARTICIPATION

The Chair raised three points on behalf of residents.

An application had been received from Angela Ridler of 1 &2 Smithy Cottages, Hayton to put pea gravel and edging on the parish green in front of her house. The council agreed that pea gravel could be easily spread but that normal gravel would be more appropriate and that there should be no hard edging. Clerk to respond and offer a site visit (if necessary).

The drains on the moor had been checked and the Chair had spoken to the concerned resident. It was agreed to ask County Highways to check and clean the road gulley’s.

The pavement in the village outside of the Church and Beech House which had recently bee re-laid was lifting and weeds were growing through. Clerk to report to County Highways


38/2017 CORRESPONDENCE

The April CALC Circular had been forwarded to councillors and there were no maters arising. The May circular would be forwarded shortly.

A letter of thanks had been received from the Treasurer of St James’ Church, Hayton for the council’s donation towards the up keep of the churchyard.

An e-mail had been received from Calc seeking compliance with the Transparency Code for smaller authorities. The clerk confirmed that the council’s website was compliant.

An e-mail Healthcare for the Future: Update had been circulated.

An e-mail seeking support for the Farmers Flood Group had been received and response given

A few e-mails had been received seeking support for a petition that professional football clubs should make funds available to support local play areas and had been circulated for individual response.

An e-mail circular from NALC on Parish Precepts had been circulated

An e-mail had been received on the subsidies available if residents were unable to obtain reasonable broadband speed which had been circulated and poster displayed on the noticeboard.

 The vacancy on the council had been circulated and Allerdale Borough Council confirm that there is not to be an election and the steps should be taken to co-opt

 suitable candidate.

Good Councillor Guide together with Good Councillor Guide to Neighbourhood Planning and Audit and Finance were now available.

The County Council Highways have a new Highway Information Management System (HIMS) and defects can be reported on http://www.cumbria.gov.uk/communications/reportafault.asp

An e-mail had been circulated on the Channel 4 programme “A Nationwide event to find Britain’s best village 2017.

An invite had been received and circulated to the launch of the Aspatria and District Alliance to be held 12noon to 3pm on 16th May in Aspatria Rugby Club.

The Allerdale three tier meeting is to be held at 7pm on 11th May 2017 at Allhallows Centre, Fletchertown.

A document entitled ‘Governance and Accountability for Local Councils’ had been received and circulated.


39/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including:-

A report of fly tipping at Redholes Gill, Hayton had been received and passed to Allerdale Borough Council

The clerk had received a telephone call from the owner of 3&4 Smithy Cottages, Hayton, who wanted to examine the old minutes of the council as he was wanting to carry out some work to the front of his property. He was advised that the minutes were at the Archives in Carlisle and he should detail the works in a letter to the council.


40/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister (Borough and County Councillor) reported that Allerdale Borough Council was quiet but there was a full council meeting next week. He had been re-elected to serve as County Councillor for the area but at present there was no clear party on the County Council with a working majority so he anticipated a coalition

44/2017 NORTH WEST COAST CONNECTION PROJECT

The clerk advised the meeting that there had been no developments since the last meeting apart from those in the press.


45/2017 LAND TO THE FRONT OF 1 HIGH GREEN, HAYTON

The clerk informed the meeting that he had written to the occupier regarding the excavations at the front of the property on the village green and that he had responded explaining the reason for the work and stating that he intended to replace the soil and grass to the top of the land but to date this has not been done. The clerk was asked to write requesting re-instatement or a retrospective application to the council as landowner for the works.
