A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 14th September 2016 at 7.30pm.
PRESENT: Messrs. D. Hilary, S.G. Hitchen, F. Buchanan, M. Dowling. Y. Lockwood and E. Murdock
Also Present: T. Gear (Clerk) and J. Lister (Borough and County Councillor)

33/2016 DECLARATIONS OF INTERESTS
On the proposal of E. Murdock and seconded by S.G. Hitchen it was RESOLVED that the minutes of the meeting held on 13th July 2016 be approved and signed as a correct record.
35/2016 POLICE MATTERS
PCSO Crome had given his apologies but provided a report on incidents in the parish since the last meeting. There were no matters raised by members.
36/2016 PUBLIC PARTICIPATION
No members of the public were present and there were no matters raised on their behalf.
The July/August and September CALC Circular had been forwarded to councillors and there were no maters arising.
A letter had been received from Sue Hayman MP regarding Broadband and inviting members to a meeting with BT’s Next Generation Access Director to be held 2.30pm Wednesday 5th October at Kirkgate Centre, Cockermouth.
Information on the Stakeholder Update Briefing for the West, North and East Cumbria Success Regime had been received.
An internet link had been received to the Cumbria County Council Minerals and Waste Local Plan and CALC for their Annual Report.
38/2016 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including the response to the Council’s request for a 30 mph speed limit in Hayton. Concerns remain on the speed of certain vehicles and the clerk was requested to contact the PCSO.
39/2016 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
J. Lister informed the meeting that he had attended a joint Health Scrutiny and Youth Scrutiny meeting to look at Special Needs and to find funding. He had attended training on the NHS/Success Regime the provision of which is so diverse. He had also received refresher training at Allerdale House on the Code of Conduct for Councillors
