A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 13th September 2017 at 7.30pm.

64/2017 DECLARATIONS OF INTERESTS

None


65/2017 MINUTES

On the proposal of S.G. Hitchen and seconded by Y Lockwood it was RESOLVED that the minutes of the meeting held on 12th July 2017 be approved and signed as a correct record.


66/2017 POLICE MATTERS

PCSO Crome had tendered his apologies as he was not on duty but had provided a report on how to obtain crime figures for the parish. Members were reminded of the Cumbria Constabulary Public Consultation Survey that had been extended to the middle of September.


67/2017 PUBLIC PARTICIPATION

No members of the public were present, and no matters were raised on their behalf.


68/2017 CORRESPONDENCE

The July, August and September CALC Circulars had been forwarded to councillors and there were no matters arising.

An e-mail had been received regarding the Hayton Castle Community Day on 9th September had been circulated

The CALC AGM will be held on Saturday 18th November 2017 at Carlisle Racecourse with Peter McCall, the Police and Crime Commissioner being the guest speaker

Information had been received about the West Cumbria Water Supplies Project which had been placed on the noticeboards.

An e-mail had been received from Cumbria County Council that was consulting on the planning design guide.

An e-mail from Cumbria County Council on the Minerals and Waste Local Plan (Inspector Report) had been received and circulated to those on e-mail

Some updates had been received from the chair of the Aspatria Rural Partnership that had been circulated.

There had been two NWCC Adequacy of Consultation Workshop on the 11th and 12th July and the notes from the meetings had been circulated.

An e-mail had been circulated regarding LDNA World Heritage Status.

An e-mail regarding Connecting Cumbria Newsletter had been received and circulated


69/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including: -


He had received a response from Hopes Land Agency that indicated compensation was only due to those who had had surveys and ground investigation works undertaken.


70/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister (Borough and County Councillor) was not present and there was no report.

    (ii)  The meeting was informed that the external audit of the 2016/17 Accounts was now complete and the auditor certified that the return was in accordance with proper practices.


73/2017 LAND TO THE FRONT OF 1 HIGH GREEN, HAYTON

The clerk informed the meeting that he had again written to the occupier regarding the excavations at the front of the property on the village green requesting re-instatement as he had indicated or a retrospective application to the council as landowner for the works. There again had been no response and after discussions with the chairman the matter has been brought to the attention of both Cumbria County Council and Allerdale Borough Council.


74/2017 DISUSED TELEPHONE BOX

Some information had been received from the Community Heartbeat Trust, but more details of the actual council were required.


75/2017 VACANCY

No applications for co-option had been received.


76/2017 HOUSEHOLD EMERGENCY PLAN

Y. Lockwood and S.G. Hitchen agreed to distribute the documents and the remainder being placed in the shop.


77/2017 STREET LIGHTGING

The clerk had contacted Allerdale Borough Council and put the Chairman in touch with his contact.


78/2017 CONDITION OF HAYTON TO PROSPECT ROAD

The clerk had reported the matter to the Highways Authority and an e-mail had been received saying it was to be repaired but this was later cancelled.


79/2017 DATA PROTECTION OFFICER

The General Data Protection Regulation which applies to Parish Council requires them to appoint a Data Protection Officer. It was unanimously agreed that the clerk should be appointed.
