Hayton and Mealo Parish Council

A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 8th November 2017 at 7.30pm.

81/2017 DECLARATIONS OF INTERESTS

None


82/2017 MINUTES

On the proposal of S.G. Hitchen and seconded by Y Lockwood it was RESOLVED that the minutes of the meeting held on 13th September 2017 be approved and signed as a correct record.


83/2017 POLICE MATTERS

A letter had been received from Inspector Rachel Gale advising that there would be no police attendance at future Parish or Town Council meetings but there would be a meeting arranged with the local PCSO on a 10-weekly cycle.  To date no such meeting has been arranged for this parish but the clerk will advise when a date is known.


84/2017 PUBLIC PARTICIPATION

No members of the public were present, and no matters were raised on their behalf.


85/2017 CORRESPONDENCE

The October CALC Circulars had been forwarded to councillors and there were no matters arising.

A letter advising of the CALC AGM will be held on Saturday 18th November 2017 at Carlisle Racecourse with Peter McCall, the Police and Crime Commissioner being the guest speaker had been received including the CALC Annual Report.

A letter had been received from HMRC advising that the payment of Income Tax will after 15th December 2017 no longer be payable at Post Offices and councils will have to set up standing orders.

An e-mail drawing attention to the Allerdale Borough Council Planning Policy Consultation – Brownfield Register (Part 1) Consultation had been circulated.

An e-mail update on United Utilities – West Cumbria Water Supplies Project had been received and circulated.

An e-mail on the Inclusive Mobility Budget had been received and circulated.

An e-mail update from the Local Enterprise Partnership had been received and circulated.

An e-mail had been received from the Parliamentary Boundary Commission regarding the proposals for Cumbria which would mean that the parish would become part of the Penrith and Solway Constituency.

An invitation had been received to the launch of the Community Led Housing in Allerdale Event.

An e-mail had been received from NALC advising that fees may be payable for registering with the Information Commissioner under the General Data Protection Regulation which takes effect next year. The clerk has been booked on a course and will be able to advise further in due course



86/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting.


87/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister (Borough and County Councillor) advised that there will be full council meetings of Allerdale Borough Council and the County Council next week and he will be able to bring the council up to date following them.

 (ii)  A draft budget for 2018/19 had been prepared, discussed and it was agreed to set the Precept for 2018/19 at £4100.00 (including the CTR Grant).

 

90/2017 LAND TO THE FRONT OF 1 HIGH GREEN, HAYTON

The clerk informed the meeting that he had brought the unauthorized works to the Village Green to the attention of both Cumbria County Council and Allerdale Borough Council. The County Council had responded with copies of the relevant legislation and Allerdale had decided not to pursue any action against the developer. The clerk was asked to write again to the developer.


91/2017 DISUSED TELEPHONE BOX

Some information had been received from the Community Heartbeat Trust, but more details of the actual cost to the council were required.


92/2017 VACANCY

No applications for co-option had been received.


93/2017 STREET LIGHTING

The Chair had a meeting arranged for next Wednesday at 10.30 am with David Bryden of Allerdale Borough Council to discuss the replacement of the lights that had been removed.


94/2017 CONDITION OF HAYTON TO PROSPECT ROAD

The clerk had previously reported the matter to the Highways Authority and an e-mail had been received saying it was to be repaired but this was later cancelled. The clerk was asked to report the condition again.


95/2017 GULLEY CLEANING - VILLAGE GREEN

After the last meeting it was decided that the gulley should be cleaned after most leaves had fallen which had been conveyed to the contractor.
