Hayton and Mealo Parish Council

A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 9th May 2018 at 7.30pm.

37/2018 DECLARATIONS OF INTERESTS

None.


38/2018 ELECTION OF CHAIR AND VICE CHAIR FOR 2018/19

On the proposal of F. Buchanan and seconded E. Murdock it was RESOLVED that D. Hillary be Chair for 2018/19 and on the proposal of Y. Lockwood and seconded by M. Dowling it was RESOLV ED that F. Buchanan be Vice Chair for 2018/19

 

39/2018 MINUTES

On the proposal of Y. Lockwood and seconded by F. Buchanan it was RESOLVED that the minutes of the meeting held on 14th March 2018 be approved and signed as a correct record.


40/2018 POLICE MATTERS

There had been a police report which referred to items that occurred in Hayton, Brampton which had been queried by the clerk. No further report had been received.


41/2018 PUBLIC PARTICIPATION

There were no members of the public present, but a resident had asked to be able to replace the damaged fencing around some trees on the village green for which she had previously been given consent. There were no objections.


42/2018 CORRESPONDENCE

i) The May CALC Circular had been forwarded to councillors and there were no matters arising.

ii) A letter of thanks had been received from St James’ Parochial Church Council for the council’s donation of £400.00 towards the up keep of the churchyard.

iii) A letter had been received from Allerdale Borough Council advising that the footway lighting budget was likely to run out over the next few years and that the Borough Council will be looking to work with parishes with a view to them taking on responsibility for footway lighting maintenance.

iv) An e-mail had been received regarding the United Utilities regarding the West Cumbria Supplies Project – Upcoming road closure.

v) The clerk had received a letter from HMRC regarding important changes to the way a VAT 126 claim is to be made.

vi) An e-mail had been received from NALC regarding the 2018-2019 National salary Award for clerks which amounts to 1% for each of the years 2018-2019 and 2019-2020.


43/2018 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included:  

i) He had received an e-mail from Judith A. Lightfoot to say that in her late father’s possessions she had found a large quantity of document relating to Hayton and Mealo Parish Council. He had collected the documents and found that there were minute books and financial papers which dated back to the inception of the council in 1894. These had now been deposited with County Archive, Carlisle.

46/2018 ACCOUNTS

(ii) With the assistance of the council the Annual Governance Statement was completed and signed by the Chairman.

(iii) The accounts for 2017/18 which had been to the internal auditor were considered and approved and the Accounting Statements for 2017/18 were signed by the Chairman.

(vi) As neither the gross income for the year or the gross expenditure for the year did not exceed £25,000 the council wished to claim exemption from a limited assurance review and the Chairman signed the Certificate of Exemption.  


47/2018 DEFIBRILATOR

The clerk had spoken to the Vicar and written to the Parochial Church Council Secretary regarding siting a defibrillator in the church porch. The Vicar has spoken to the Archdeacon who has agreed, and the Secretary has advised that the PCC has now objections. On that basis the clerk is to apply for a grant from the Aspatria Charity Shop.

   

48/2018 LAND TO THE FRONT OF 1 HIGH GREEN, HAYTON

The clerk has had contact from a representative of Home Housing who has visited the site and has been told that the land will be re-instated and that the tenant must obtain Home Housing consent. It was pointed out to the representative that before they can grant consent that any works to the village green must be approved by this council. The matter is ongoing.


49/2018 VACANCY

No applications for co-option had been received.


50/2018 INSURANCE SCHEDULE

The insurance schedule had been received and was considered adequate for the next year.


51/2018 GENERAL DATA PROTECTION REGULATION (GDPR)

The clerk had circulated an action plan regarding matters to be considered in connection with the above. A draft Data Protection Policy and Privacy Policy had also been circulated which were both adopted by the council and will be placed on the website
