Hayton and Mealo Parish Council

A meeting of the Hayton and Mealo Parish Council was held in the Prospect Village Hall, Prospect, Aspatria on Wednesday 9th January 2019 at 7.30pm.

PRESENT: Messrs., D. Hillary, S. G. Hitchen, F. Buchanan, E. Murdock and Y. Lockwood.

Also, Present: T. Gear (Clerk) and J. Lister (Borough and County Councillor)

1/2019 DECLARATIONS OF INTERESTS

None.


2/2019 MINUTES

On the proposal of D. Hillary and seconded by Y. Lockwood it was RESOLVED that the minutes of the meeting held on 14th November 2018 be approved and signed as a correct record.


3/2019 POLICE MATTERS

(i) PCSO Peter Crome had submitted a report which showed that no incidents had been reported to the police in the parish since the last meeting.

(ii) A letter from Inspector Rachel Gale had been received in which she advised that the 10 weekly meetings with the parishes had temporarily put on hold due to staff shortages.

(iii) A message from the Police & Crime Commissioner had been received in which he wished to raise the Council Tax Precept by £2 (Band D Property) to fund an extra 20 officers and to be able to retain the 25 recruited last year.


4/2019 PUBLIC PARTICIPATION

There were no members of the public present and no matters raised on their behalf.


5/2019 CORRESPONDENCE

i)        The CALC Circular for November and December and January had been     

          forwarded to members and the clerk reminded members that Parish Council

          elections will be held on 2nd May 2019 and that as of 1st April 2019 the clerks

          salary will increase by 35p per hour.                   

ii)       The December United Utilities – West Cumbria Supplies Project – Update on      

          Road Closures etc. had been circulated.

iii)      An e-mail had been received from the owners of Main Cottage, Hayton seeking

         the council’s assistance to rectify an error relating to the registration of land

           associated with their porch which was shown on the council’s title. The council       

           consented to the proposal and authorized the clerk to sign the relevant

           documents

vi)       A letter of thanks had been received from the Great North Air Ambulance for the

           council’s donation of £50.

v)       An e-mail of thanks had been received from Citizens Advice Allerdale for the      

           council’s donation of £75.00

iv)       An e-mail regarding the Allerdale Borough Council Budget 2019/20 and Priorities   

           Consultation had been received and circulated.

iiv)       An e-mail regarding the review of the National Parks and ANOB had been    

 received and circulated

iiiv)      An e-mail regarding the Cumbria Strategic Flood Partnership request for contacts     

 for local flood groups had been received and circulated.

xi) An e-mail regarding the Public health Campaign – Help Us to Help You had been

            received and circulated.


6 /2019 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting.


7/2019 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister addressed the meeting and advised regarding the budget consultations for both Allerdale Borough Council and Cumbria County Council.

10/2019 VILLAGE GREEN – LAND OWNERSHIP

The clerk advised that enquires regarding the land associated with the old village hall were ongoing and it was agreed that he would contact the council’s solicitors with a view to having all land registered as Village Green and maintained by the council registered as such with the Land Registry,  

   

11/2019 LAND TO THE FRONT OF 1 HIGH GREEN, HAYTON

There had been no contact further contact with the occupants, but he was still working to try and resolve this issue.


12/2019 VACANCY

No applications for co-option had been received.


13/2018 SUPPORTING VULNERABLE PEOPLE IN EMERGENCIES

This was discussed, and it was felt that local knowledge was sufficient to assist those in need in the parish in times of emergency without making any formal register.


14/2019 FOOTWAY LIGHTING

Members were made aware of the proposal from Allerdale Borough Council to make parish councils financially liable for some footway lighting from 2020 and the advice from CALC.


15/2019 FINGERPOSTS

The council were concerned about the condition of the fingerposts in the parish and the existence of a small budget that Highways have for such work. The clerk was asked to find out the likely cost of having the signs refurbished.


16/2019 MEETING DATES 2019/20

The clerk had prepared a schedule of meeting dates for 2019/20 which were agreed
