Hayton and Mealo Parish Council

The annual meeting of the Parish Council was held in the Prospect Village Hall, Prospect,

Aspatria on Tuesday 17th May 2016 at 7.30pm.

PRESENT: Messrs. F. Buchanan, S.G. Hitchen, R. Murray and E. Murdock

Also Present: T. Gear (Clerk)

Apologies were received from M Dowling, D Hilary and PCSO Peter Crome

Councillor F. Buchanan elected as Chair for this meeting


1/2016 ELECTION OF CHAIR AND VICE CHAIR 2016/17

On the proposal of F. Buchanan and seconded by R. Murray it was RESOLVED that D. Hilary be elected Chair for 2016/17. On the proposal of E. Murdock and seconded by R. Murray it was RESOLVED that F. Buchanan be elected Vice Chair for 2016/17.


2/2016 DECLARATIONS OF INTERESTS

None


3/2016 MINUTES

It was RESOLVED that the minutes of the meeting held on 9th March 2016 be approved and signed as a correct record.


4/2016 POLICE MATTERS

There was no Police attendance but PCSO Crome had been submitted a report indicating that there were no incidents in the parish since the last meeting.


5/2016 PUBLIC PARTICIPATION

None present


6/2016 CORRESPONDENCE

The April and May CALC Circulars had been forwarded to councillors and there were no maters arising.

Nu Gen have commenced their consultation period on Moorside new nuclear power station which ends on 30th July. There are a number of events the nearest being Wigton Market Hall on Tuesday 19th July between 11am and 7.30pm

A document had been received and circulated on the Electoral review briefing.

An e-mail had been received from Zurich Insurance regarding the renewal of the Insurance Policy. It was agreed that the council will proceed with the renewal on the same basis as previous years.

An e-mail had been received advising a change in the \Highways Hotline to 0300 303 2992.

An Electoral review briefing paper had been received.

A briefing paper on Local Government transparency in England had been received and circulated.

The clerk gave a report on matters that had arisen since the last meeting.

12/2016 GOVERNANCE STATEMENT 2015/16

With the assistance of member’s, the clerk completed the Governance Statement for 2015/16 which was signed as the Chairman.


13/2016 ANNUAL ACCOUNTING STATEMENT 2015/16

The accounts had been circulated and were accepted as a true record of the finances of the council and the Accounting Statement was signed by the Chairman.


14/2016 FINANCIAL REGULATIONS

The NALC Model Financial Regulations (January 2016) had been circulated and were formally adopted by the Council.


15/2016 GRASS CUTTING

The Council agreed that M Dowling Contractors be appointed as being responsible for grass cutting for 2016


16/2016 INSURANCE LEVEL

The clerk made member’s aware of the insurance level and it was agreed that the policy be renewed on those terms.
